
Channel 4 has apologised and said it accepted Ofcom's ruling on the matter.
Celebrity Big Brother's creator, Endemol, is reported to have also accepted Ofcom's ruling and said it "sincerely regretted the level of offence caused by events in this series".
Ofcom pointed out that it was not that the material, which was potentially offensive or harmful had been broadcast in Celebrity Big Brother, but rather it centred on if Channel Four had dealt properly with the problem that had arisen.
Ofcom focused on three incidents in Celebrity Big Brother where it thought Channel 4 had failed, one of which was when Jade Goody described Shilpa Shetty as "Shilpa Poppadom."
