French Agriculture Minister Bruno Le Maire has pointed out that each case will be considered according to individual circumstances.
The problem started because back in January the European Commission informed France that over 330m euros (£280m) in state aid had to be recovered by the country.
France came under fire from the European Commission because of state aid that had been paid to farmers in 1992-2002 that grew fruit and vegetables.
Mr Le Maire said he had started talks with the farmers following the 29 July deadline set by the European Commission having come and gone without the matter being resolved.
