Irish voters had turned down the EU reform treaty in a referendum back on 12 June.
French President Sarkozy claimed he had never suggested that Ireland should hold a new referendum.
What he stated he had said was: "I said at some point or other the Irish must give their opinion."
President Sarkozy had been in discussions with Irish Taoiseach (Prime Minister) Brian Cowen, but hundreds of anti-treaty protesters gathered outside the government building in Dublin during the French leader’s visit to Ireland.
Irish leader Cowen is planning to visit France in September for further talks with President Sarkozy on resolving the treaty problem and he said: "We'll work together on this, there are no ready-made solutions."
