
Ireland was the only one of 27 EU member states that held a referendum on the Lisbon Treaty, which is intended to streamline EU institutions and improve the process of making decisions.
However, its critics see it as more evidence of a federalist agenda coming into force in the EU.
The Spanish daily newspaper El Pais on Sunday reported that French Foreign Minister Bernard Kouchner had made it clear that French President Nicolas Sarkozy was going to Ireland to hear Irish views on the matter.
President Sarkozy is thought to be holding a press conference and also going to France's embassy in Dublin.
