France to extradite ETA member Belén González Peñalva, ‘Carmen'
This coming Tuesday, the 8th November, France is to extradite Belén Gonzalález Peñalva, or ‘Carmen', negotiator for the Basque separatist group ETA with the government in Alger in 1989 and in Zürich in 1999, to Spain to face charges at the National Court (Audiencia Nacional) for five murders and a kidnapping during her time in the ‘Madrid commando' in the mid-80s.

‘Carmen' was arrested in Pau on the 25th October 1999, in the final stages of the last truce, when she recruited activists, according to the conviction by the Correctional Tribunal of Paris who imposed an eight year sentence, which ended on 28th October 2005.

Over the past few weeks, ‘Carmen' has remained in the Paris prison of Fresnes, awaiting extradition on Tuesday, two days before the annual Franco-Spanish summit in Paris, where French President Jacques Chirac and Spanish Prime Minister José Luis Rodríguez Zapatero will meet.
